Constitution of the

William Penn College Republicans


Article I: Name

The name of this organization shall be the William Penn College Republicans.

Article II: Purpose

The purpose of the WPU College Republicans shall be to promote the principles of the Republican Party among the students at WPU, to recruit members of the Club and of the Republican Party using the Membership Program, to aid in the election of Republican candidates at all levels of government, and to develop political skills and leadership abilities among Republican students as preparation for future service to the Party and the country.

Article III: Officers

Section 1

The officers of the Club shall be a Chairman, Co-Chairman, Membership Chairman, Press Secretary, Executive Director, Chief Financial Officer, and Compliance Officer.

Section 2

The officers shall be elected at a regular Club meeting during the Fall Semester and shall take office immediately upon election.

Section 3

Notice that the election of Club officers will occur at the regular meeting must be reasonably provided to all Club members at least two weeks prior to the election. No proxy voting shall be permitted.

Section 4

Nominations of candidates for Club officer positions may be made from the floor by any Club member in good standing.

Section 5

Officers shall be elected by a majority of those registered Club members present and voting who have registered by completely filling out an official College Republican Membership Form not less than one month prior to the election. No proxy voting shall be permitted.

Section 6

Vacancies occurring among the officers shall be filled at the next regular meeting after the vacancy occurs, provided however, that should the position of Chairman become vacant, the Co-Chairman shall become Chairman, and should the office of the Co-Chairman become vacant, the Membership Chairman shall become Co-Chairman. Notice that any vacancy is to be filled by election must be given to all members in good standing at least two weeks prior to an election.

Section 7

Duties of the officers shall be as follows:

Article IV: Appointed Positions

The Chairman shall appoint such project directors, committee chairmen, committees, and dormitory, fraternity, sorority and commuter coordinators as may contribute to the successful operation of the Club.

Article V: Regular Meetings

Section 1

The Club shall hold regular meetings not less than once a month while school is in session.

Section 2

Meetings shall be held at the call of the Chairman or of any three Club officers, or upon the signed request of one quarter of club members in good standing, or by majority vote of the members at a duly called meeting. Notice of a regular meeting shall be given to all Club members in the most complete manner practicable and not less than one week prior to the meeting.

Section 3

A quorum for regular meetings shall be 25% of all officially registered members as defined in Article 3, Section 5 of this constitution.

Article VI. Recruitment

Section 1

A membership table shall be run during class registration and regularly during the school year in order to recruit new members.

Section 2

The Membership Chairman shall govern the processing of new members and shall serve as an official record of each individual membership in College Republicans. To be considered a duly registered member for that school year, each student shall have completed the entire Membership Form in a legible manner.

Section 3

The Club shall not discriminate in its membership based on race, gender, national origin, religion, handicap, or sexual orientation.

Section 4

The Club shall waive membership dues for particular members if it is a financial hardship.

Article VII. Impeachment

Any officer may be impeached for failure to perform his prescribed duties properly and in good faith after being notified about the impeachment in writing at least one week prior to the meeting at which the impeachment will be considered. Any candidate for impeachment shall be given an opportunity to address the club prior to a vote. Upon two-thirds vote of members present and in good standing, an officer shall be removed from his or her position. The position shall remain vacant until the next regularly scheduled meeting when an election to fill the vacancy shall be held. The removed officer may seek election to fill the vacancy, as may any other Club member in good standing.


Article VIII. Amendments

All members in good standing must be mailed proposed amendments to this Constitution at least two weeks prior to any meeting at which amendments will be considered. An amendment shall be adopted upon an affirmative two-thirds vote of those present and voting at a meeting.

Article IX. Parliamentary Authority

The most recent edition of Robert’s Rules of Order, Newly Revised shall govern the Club in all circumstances not dealt with by the rules, procedures and policies outlined in this Constitution.

Article X. SGA Clause

The Club agrees to abide by all ruling and judgments made by the WPU Student Government Association.

Article XI. Ratification and Effective Date
